Board of Governors Meeting Standing Rules
September 2003

General Operations

1. Stand at the microphone, identify yourself and association, and address the chair to be recognized. When speaking to a motion, please also identify, prior to your discussion, whether you are speaking for or against the motion.
2. Only remarks made at the microphone will be recognized before any discussion begins.
3. When motions are made, please state "Madame President, I move…".
4. The person seconding a motion can do so from their seat in the audience, without moving to a microphone to be recognized. No second is needed for Committee reports.
5. Only registered Delegates may make motions and vote.
6. There shall be a maximum of three (3) people speaking for each side of the motion (three (3) for and three (3) against).
7. Members are allowed to speak once to a motion.
8. If there are lengthy resolutions, please have them in writing.
9. The following committee chairs have permission to control voting on motions within their reports: Rules, Figures, and Law and Legislation.
10. If there is a counted vote, all those in favor will stand and start counting from the Chair's left, front row and then "snake" through the room. As you count a number, please sit.
11. All committee reports, resolutions, etc. must be provided to all members at the dais. In most cases this is 5 copies of the committee report.

Elections

1. Prior to the adjournment of the Board of Governors meeting all election results will be announced.
2. Except for At-Large Delegates to the Board of Governors elections, elections with more than two people running shall not have the nominee receiving the lowest number of votes removed from the list unless there is a decided difference (20% or more) between the vote tally for the lowest candidate and the candidate receiving the next higher number of votes. (Appendix M, 8., page 2)
3. Those candidates receiving the greatest number of votes cast shall be elected as At-Large Delegates to the Board of Governors. If there is a tie, a run-off election will be held between the tied candidates. In this odd year, 2003, there will be no elected At-Large Delegates to the Board of Governors.
4. Illegible votes cast will not be counted.
5. Inconclusive votes cast will not be counted.
6. Multiple votes cast together for the same office will not be counted.
7. All ballots shall be held for 60 minutes after the announcement of the final election results. At that time, the ballots shall be destroyed. If contested, ballots will be kept until the dispute is settled. (Appendix M, 3., page 1)
